Always follow the instructions of the authorities and campus staff. If you do not understand an instruction or need help, tell someone nearby or a staff member.

Act immediately

  • Move indoors or stay inside if you are already in a building.
  • Go to the nearest designated shelter.
  • Do not leave the building unless staff or authorities give permission.
  • Stay calm and wait for further instructions.
  • Inform staff if you need help or notice someone else needing help.

When you are in a shelter

  • Follow the instructions given.
  • Close doors and windows if you are instructed to do so and it is safe.
  • Do not open doors or windows until you are given permission.
  • Sit down, make space for others and remain calm.
  • Follow the instructions of authorities and staff via official channels.
  • Avoid unnecessary phone use so that authorities’ lines do not become congested. You may, however, notify your loved ones that you are safe.
  • If someone needs first aid, inform staff immediately or, in an emergency, call 112.
  • Remain sheltered until authorities or staff announce that you may leave.

If there is a chemical hazard outside

  • Move indoors as quickly as possible.
  • Avoid unnecessary phone use to keep authorities’ lines available.
  • If there are irritating substances in the air, breathe through a multi-layer damp cloth if necessary.
  • If you cannot get indoors, move crosswind away from the estimated accident site and try to reach higher ground.

If there is a threat of violence nearby

A situation may arise near the campus in which the police instruct the campus to shelter inside. Such a situation may relate, for example, to searching for or apprehending a dangerous person in the vicinity.

If the campus issues an instruction to shelter inside, do the following:

  • Move indoors or stay in the indoor space where you are.
  • Close the door, sit down and remain calm.
  • Do not leave the building unless staff or authorities give permission.
  • Do not admit outsiders without staff or authority instruction.
  • Do not move around the campus unnecessarily.
  • Avoid unnecessary phone use to keep authorities’ lines available.
  • Follow the instructions of authorities and campus staff via official channels.

If you encounter a threat of violence

There is no single set of instructions that fits all violent threat situations. The most important thing is to get away from the threat and summon help as safely as possible.

Remember the basic rule: always move away from the threat if it is possible and safe.

  • Run away from the threat if it is possible and safe.
  • Warn others if you can do so without endangering yourself.
  • Call 112 in an emergency.
  • If you cannot leave, shelter in the nearest safe place.
  • Set your phone to silent.
  • Wait for police or staff instructions.
  • Calm others only if you can do so safely.
  • Follow Tuudo’s safety communications (Secapp).

If a member of our higher education community poses a danger to themselves or others, or if they damage school property, always alert the police by calling emergency number 112.
