Work, Workforce and Skills for Services for Older Adults (TEOS)

The project seeks new ways to increase workforce availability in services for older adults. The aim is to design new job roles, make it easier to access gig work, and improve employment opportunities for people from diverse backgrounds in the field.

Project background

There is a growing workforce shortage in services for older adults, while many people struggle to enter employment or find forms of work that suit their life situations. Job roles are often rigid, and matching workers with suitable tasks does not function well enough. The project was launched to address this challenge by developing more flexible job roles and new ways to attract workers to the sector.

Project objectives

  • Identify new ways to divide and design job tasks based on everyday service needs.
  • Improve the use of resources and ease workforce availability.
  • Offer low-threshold opportunities to try work through gig-based assignments.
  • Improve employment opportunities for groups such as people with partial work ability, young people, and immigrants.
  • Strengthen cooperation between employment services, education providers, and employers.
  • Enhance the attractiveness of working with older adults and related education.

Project activities

  • Mapped everyday job tasks in services for older adults and identified new task combinations.
  • Designed and tailored job roles to suit different skills and types of employment.
  • Piloted gig work as a pathway to exploring work and applying for education.
  • Tested a digital platform to match job tasks with suitable workers.
  • Developed guidelines for responsible and equal task allocation.
  • Brought together service organisations and employment support actors for joint development work.

Project results and outputs

  • Julkaisu esiselvityksen tuloksista: sisältää aiempien tutkimusten ja tiedonkeruutyöpajojen keskeiset löydökset.
  • Osaamista täydentävä koulutuskokonaisuus lasten ja nuorten vapaa-ajantoiminnan järjestäjille (12–18 pilottikoulutusta) ja avoimina oppimateriaaleina julkaistuja koulutuksia.
  • Työparitoiminnan pilotointi ja mallinnus.
  • Merkityksellisen harrastustoiminnan arviointityökalu kuntien, hyvinvointialueiden ja kolmannen sektorin käyttöön.
