EU-HYBNET – Empowering a Pan-European Network to Counter Hybrid Threats
The EU‑HYBNET project builds a European network to identify and counter hybrid threats. The aim is to strengthen cooperation between authorities, businesses, and research actors and improve Europe’s preparedness to respond to complex threats.

Project background
Hybrid threats, such as information influence operations and societal disruptions, challenge Europe’s security in increasingly complex ways. Actors have largely worked in silos, and no shared European network or operating model existed. The project was launched to bring key actors together and strengthen joint preparedness.
Project objectives
- Improve capabilities to identify and counter hybrid threats.
- Support cooperation across national borders.
- Provide a platform for information exchange and joint development.
- Connect research, practice, and decision-making.
- Build a permanent cooperation network focused on hybrid threats.
- Strengthen shared situational awareness and expertise across Europe.
Project activities
- Built a European hybrid threats network involving actors from 16 countries.
- Brought together authorities, companies, researchers, and organisations.
- Organised workshops, exercises, and networking events.
- Collected and shared knowledge on identifying and countering hybrid threats.
- Worked closely with the European Centre of Excellence for Countering Hybrid Threats.
Project results and outputs
- A broad European cooperation network focused on hybrid threats was established.
- Actors’ capabilities to identify and counter hybrid threats were strengthened.
- Cooperation between authorities, research institutions, and businesses deepened.
- EU‑HYBNET laid the foundation for long-term European cooperation in countering hybrid threats.
