The Central Baltic region needs social and health care professionals with skills in developing new eHealth services. In the project DeDiWe (9/2015 – 5/2018), a new curriculum “The Developer of Digital Health and Welfare Services” was created for VETs and UASes.
The curriculum 30 ECTS is based on the Learning by Developing (LbD) model where students, professionals and teachers learn together in working life. This secures that the contents of studies correspond to the needs of the labor market. The studies take place mostly at the e-learning platform, combined with activities and cross-border cooperation.
The partners in Estonia, Latvia and Finland (4 VET/UASs) arranged a study unit in piloting the curriculum. The students’ eHealth related competency was measured at the beginning. The content of the new curriculum is based on the measured competency EQF6 as well as the latest knowledge about the needs of the digital society. In the study unit, future professionals (IT, social and health care ) are developing their current competencies to match the needs of digital health care, taking into account the professional qualifications defined in the EQF level 6 as well as cultural differences in Central Baltic. To get comparative knowledge on curricular contents, the competency was measured again after the studies.
The results of the project are sustainable as the study programme and e-platform will be integrated into the curricular activities in the involved educational organizations.

The total budget of the project is 451 412 euro, of which 347 128 euros is from the Central Baltic program. The total budget for Laurea is 202 352 euros, of which 151 764 euros is co-financing from the Central Baltic program.
