Vigimare Maritime Survaillance of Critical Submarine Infrastructure

The VIGIMARE project strengthens the ability of submarine cable and pipeline owners to identify threats and respond to incidents. The project improves cooperation and information sharing to protect Europe’s critical underwater infrastructure.

Project background

Europe’s submarine cables and pipelines are vital for the functioning of society. Recent damage and sabotage incidents show that these assets are vulnerable. Operators do not always have effective ways to share information or respond quickly and jointly to emerging threats.

Objectives

  • For infrastructure owners: improve preparedness to detect and respond to physical, cyber and hybrid threats
  • For authorities and decision-makers: support compliance with EU regulations (CER and NIS2)
  • At EU level: strengthen cross-border cooperation and situational awareness

Project activities

  • identify key threats to submarine infrastructure
  • build a shared information-exchange environment for infrastructure owners
  • test surveillance and detection technologies with project partners
  • train stakeholders to prepare for and respond to incidents
  • produce practical recommendations and operating models

Results and outputs 

The project delivers a practical cooperation and information-sharing model that supports early threat detection. VIGIMARE also produces concrete tools, training materials and recommendations to improve the protection of critical submarine infrastructure.
