VALUE – Urban Foresight in the City of Vantaa

The project built a regional foresight model for Vantaa that brought together future-oriented information to support decision-making and businesses. The aim was to strengthen future thinking among local actors and help companies prepare for change.

Project background

Decision-making and business development in the Vantaa region lacked a shared and systematic way to use foresight information. Future-related data was fragmented and not consistently applied in strategic planning and development.

Project objectives

  • To build a network-based regional foresight model to support decision-making in Vantaa.
  • To support companies and organisations in using foresight information in planning and development.
  • To strengthen future thinking and foresight skills among regional actors.

Project activities

  • Built a regional foresight operating model in cooperation with the City of Vantaa and higher education institutions.
  • Developed a technological platform to collect and share foresight information.
  • Organised workshops applying foresight methods such as the Three Horizons model.
  • Arranged breakfast events and workshops for regional stakeholders.
  • Created a free MOOC course on foresight in planning.
  • Produced a video series presenting practical examples of foresight.

Results and outputs 

The foresight model developed in the project became part of the City of Vantaa’s decision-making and vitality work. Regional actors gained concrete foresight tools, and the project produced a MOOC course, a video series and a final publication.
