Project background

The European subsea cable network is a vital piece of critical infrastructure for EU member states. The increasing threat landscape, geopolitical tensions, and recent damage to undersea cables have heightened risks to this critical infrastructure. To support Europe’s digital economy and green transition, operators must address both deliberate threats and risks arising from accidents, natural hazards and climate change. NEPTUNE will strengthen cross-border collaboration, improve governance coordination and enhance Europe’s leadership in submarine cable technologies.

Project objectives

  • Develop a roadmap for resilient, secure and sustainable submarine cable infrastructure
  • Identify technological gaps, priorities and sustainable innovation opportunities
  • Strengthen cross-border cooperation and governance across Europe

Project activities

  • Identify critical hardware and software components for current and future submarine cable infrastructures
  • Define the key R&I activities and investment needs
  • Map relevant stakeholders and propose governance structures
  • Outline practical cooperation instruments
  • Pilot cross-border collaboration mechanisms

Key results

The project produces the first EU-wide Strategic Research and Innovation Agenda (SRIA) for Submarine Cable Infrastructures. The SRIA will provide a comprehensive framework guiding European action across technology, resilience, governance and policy.
