InCITIES – Inclusive, sustainable, and resilient cities in Europe

The InCITIES project strengthened the ability of European universities to respond to the evolving needs of cities. The aim was to renew the operations of partner universities, increase expertise, and build joint solutions to major urban challenges.

Project background

European cities are simultaneously facing challenges related to climate change, sustainability, inclusion, and resilience. Universities play a key role in addressing these issues, but their cooperation and expertise are often fragmented. The InCITIES project was launched to strengthen the renewal of partner universities and to create a shared operating model that supports responding to the needs of cities.

Project objectives

  • For universities: strengthen their ability to produce research, expertise, and solutions to urban challenges.
  • For the consortium: build a shared knowledge base and practices that support cross‑border collaboration.
  • For cities and regions: provide insights and partnerships that help develop sustainable and vibrant solutions.
  • For students and staff: increase competence and opportunities to participate in international development work.

Project activities

  • The current strengths and development needs of partner universities were mapped.
  • Integrated knowledge hubs were created to support shared learning and research.
  • New collaboration models were developed to connect universities with cities and regional actors.
  • The skills of staff and students were strengthened through trainings, workshops, and joint projects.
  • Partners’ expertise was brought together through the PIONEER alliance, creating shared operational practices.

Project results and outputs

  • A shared operating model was created to support university renewal and cooperation with cities.
  • Integrated knowledge hubs were established to consolidate expertise and research on urban development themes.
  • The consortium’s competencies and capacity to address European societal challenges were strengthened.
  • New partnerships were formed with cities and regional actors, such as the Helsinki-Uusimaa Regional Council and the City of Porvoo.
  • The project supported the development of the European university campus and long‑term international collaboration.
